Abstract

Europski sustav financijskog nadzora danas ima važnu ulogu u uspostavi i održavanju stabinosti cjelokupnog financijskog sektora Europske unije. Iako se važnost ciljeva superviziji prepoznata i prije krize, kriza je značajno naglasila potrebu aktualizacije problematike postavljanja čvrstih fiskalnih ograničenja i značajnih zaokreta u fiskalnoj politici. Izmjene dotadašnjeg modela financijskog nadzora, kao i nametanje fiskalne discipline postali su imperativi uređenja financijskog nadzora nakon krize. U ovom radu opisani su temelji nadzora i regulacije financijskog sektora. Načela, modeli, uloge i ciljevi regulacije i nadzora. Okosnicu ovog rada predstavlja europski sustav financijskog nadzora i njegovi sastavni dijelovi. Naglasak rada stavljen je na mikrobonitetni i makrobonitetni nadzor, ali i na sve veću važnost bankovne unije. Opisana su sva tijela koja provode mikrobonitetni i makrobonitetni nadzor, te je posebno pojašnjen njihov doprinos u uspostavi financijske stabinosti Europske unije. U radu je poseban naglasak stavljen na izazove i perspektive mikro i makrobonitetnog nadzora te na očekivanja od novog načina uređenja supervizorske strukture.

Abstract (english)

European sistem of financial supervision has an outstanding role in establishing and maintaining stability of the enitre financial sector of the European Union. The importance of supervisions objectives has also been very clear in the period before crisis, but the crisis period actualized the issue of setting up a solid fiscal restraint and the importance of significant turnaround in fiscal policy. Modifications in the model of financial supervision as well as the imposition of significant fiscal discipine became imperatives in regulation of the financial system after crisis. This thesis describes foundation of supervision and regulation of the financial sector with the emphasis on principles, models , roles and goals of regulation and supervision.
The essential part of this thesis is the European System of Financial Control and its main components. Particular emphasis is placed on micro-prudential and macro-prudential supervision, as well as on the increasing importance of the banking union. The thesis includes all of the authorities that are crucial for the effective and adequate implementation of financial control, and also the elaboration of their importance for the financial stability of the European Union. There is a special emphasis on the challenges and prospects of micro and macro-prudential supervision, as well as on the expectations of new supervisory structure.
