Abstract

Turistička destinacija je prostor koji se neprekidno razvija i prolazi kroz faze životnog ciklusa, ona ima svoje elemente i potrebnu turističku ponudu kojom privlači turiste. Kako je ona fleksibilan i dinamičan prostor, njome se treba upravljati kako bi se stvorilo prikladno okružje za razvoj turizma.
Konkurencija na turističkom tržištu je jaka i okolina zahtjeva da se turistička destinacija stalno prilagođava promjenama. U turističkoj destinaciji se nalazi veliki broj dionika koji sudjeluju u turističkoj ponudu i njima je potrebno upravljati. Njima upravljaju organizacije poput destinacijske menadžment organizacije (DMO) koja mora voditi brigu o ukupnom razvoju turizma dok destinacijske menadžment kompanije (DMK) utječu na kvalitetu turističke ponude i povećanje atraktivnosti odnosno konkurentnosti.
Navedenim organizacijama je glavni cilj da na turističkom tržištu izdvoje turističku destinaciju od konkurencije. Ovo su ozbiljno shvatile i poznate turističke destinacije u Europi poput Grčke, Njemačke, Italije i Austrije kojima upravlja upravo DMO. Najveći zadatak im je stvaranje turističke ponude i sama promocija turizma. Navedene destinacije svake godine bilježe rast međunarodnih turističkih dolazaka što je samo dokaz da je upravljanje vrlo efikasno.
U Republici Hrvatskoj je situacija nešto drugačija, naime, postoji veliki broj organizacija koje upravljaju turističkim destinacijama i to se odvija na četiri razine, državnoj, društvenoj, gospodarskoj i strukovnoj. Sve te organizacije vrlo profesionalno obavljaju svoje zadatke pogotovo Hrvatska turistička zajednica kao krovna organizacija te ostale turističke zajednice. U samom sustavu turističkih zajednica postoje mnogobrojni problemi, a najveći je taj da je sustav zastario te je prevelik i neracionalan. Stoga je Ministarstvo turizma RH odlučilo uvesti promjene u Zakonu o turističkim zajednicama baš kao i u postojećem sustavu turističkih zajednica. Planira se razvoj regionalnih menadžment organizacija kao i DMO-e, a HTZ će djelovati kao nacionalna turistička organizacija. Predviđa se da će takve promjene Hrvatskoj donijeti samo pozitivne učinke.

Abstract (english)

Tourism destination is an area that is constantly evolving and going through the stages of the life cycle, it has its necessary elements and tourist offer that attracts tourists. However, it is flexible and dynamic space and it should be managed in order to create a suitable environment for tourism development.
The competition in the tourism market is strong and the environment requires that the tourism destination continuously adapts to changes. In tourism destination there is a large number of stakeholders involved in the tourism supply and they need to be managed. They are managed by organisations such as the destination management organisation (DMO) that must take care of the overall development of tourism and destination management companies (DMC) that affect the quality of tourism and increase the attractiveness and competitiveness.
The main goal of these organisations is to position tourism destination on the tourism market away from competition. Popular tourism destination in Europe, such as Greece, Germany, Italy and Austria are managed by DMOs. The greatest task is to create a tourist offer and promote tourism itself. These destinations record a growth in international tourist arrivals each year and that could stand as the proof that management is very efficient.
In Croatia, the situation is different, in fact, there are a number of organisations that manage tourism destinations which takes place on four levels: national, social, economic and vocational. All these organisations very professionally perform their tasks, especially the Croatian National Tourist Board as main organisation and other tourist offices. In the system of tourist boards, there are a lot of problems and the biggest is that the system is outdated and has been redundant and illogical. Therefore, the Ministry of Tourism decided to introduce changes in the Law on Tourism Boards as well as in the existing system of tourist boards. They plan to develop a regional management organisations and DMOs with the Croatian National tourist board as a national tourist organisation. These changes could bring Croatia only possitive effects.
